The Monticello City Council on July 28 approved Resolution 2025-55, granting a conditional-use permit to allow multiple buildings on a single property at 2000 Innovation Parkway in Monticello, Piatt County, Illinois. The council approved the measure by unanimous roll call vote.
The permit applies to a parcel zoned I-1 (general industrial). Jim, a city staff member, told the council the proposed configuration is permissible under the city code and that the Monticello Planning and Zoning Board unanimously recommended approval. "A public hearing was held today. There were no comments made regarding the proposed conditional use permit," Jim said during the meeting. An applicant representative, Mr. Rosenberry of Thru Arnault, was present to answer council questions.
Why it matters: the permit enables the property owner to develop more than one building on a single industrial lot, which can change how the site is laid out, serviced and inspected by city departments. The council’s unanimous vote means the developer may move forward with site planning under the conditions attached to the permit.
The council recorded the vote by roll call: Mr. Reid — yes; Mr. Woodham — yes; Mr. Carey — yes; Ms. Lively — yes; Mr. Finn — yes. The motion to approve was moved and seconded on the floor; neither the mover nor the seconder was named in the transcript.
Related items: the council briefly addressed two items tied to 1215 Raymond Road — a zoning-map amendment (Ordinance 2025-56) and a request for a conditional-use permit to allow a ground-mounted solar array (Resolution 2025-57). Planning and zoning tabled the zoning amendment and made no recommendation; the council likewise did not act on those items and will consider them at a later meeting.
The meeting had approved a consent agenda earlier, including claims dated July 15–28, 2025, and minutes for July 14, 2025.
The council moved on after the vote to a separate discussion on local speed-limit adjustments on several streets.
