Glendale approves $115,500 schematic design contract for police station study

The Glendale Common Council on Monday authorized the city administrator to execute a professional services agreement with FGM Architects not to exceed $115,500 to produce schematic design services and an updated cost estimate for the city police facility.

Staff said the funds will pay for schematic design work to determine the true cost of addressing mechanical, electrical and plumbing deficiencies and to update older facility information before committing to full design and construction costs.

"The project will be driven, just so everybody knows, mainly by the mechanical plumbing, electrical, HVAC systems that are oftentimes nonfunctional in the police department. The air conditioner breaks constantly. The sump pump doesn't work," Mr. Warwick said, describing the operational problems that have prompted the study.

Warwick said the building's structure appears sound and that the primary cost drivers are replacement or restoration of building systems. The city hopes schematic design and an updated cost estimate will tell whether a phased remodel is possible or whether more extensive work is required.

Chief Fuegman said the department has completed some targeted improvements, including a garage and evidence room, but several areas — including bathrooms and building systems — remain in poor condition. Staff noted the previous facility inventory is seven to eight years old, and that an updated study is needed to refine the capital improvement plan.

The agreement proceeds in two phases: schematic design and cost estimating, followed by a potential additional design contract if the council chooses to proceed with full design and construction funding. Alder Doherty moved to approve the agreement; Alder Vukovich seconded. The motion passed by voice vote.

Staff will return to the council with the schematic design deliverable and a cost estimate that the council will use to determine whether to fund full design and construction.
