CRB finds Midtown Hills sergeant failed to file complaint; OPA findings largely satisfied board

The Community Review Board accepted a compliance review concluding Midtown Hills personnel failed to follow department procedures when a resident attempted to file a theft report. The complainant, identified in the investigative documents as Erinie McHale, reported repeated package thefts between September 2023 and January 2024 and said officers initially did not take a report. The compliance review found that body‑worn camera footage and interviews corroborated the complainant’s account that the officer gave incorrect information and that the sergeant admitted he should have taken a formal complaint. The assistant director’s summary said OPA sustained violations for the sergeant on failure to initiate a supervisor investigation and for knowledge of law; the officer’s knowledge‑of‑law allegation was sustained as well, while a courtesy allegation against the officer was exonerated. The CRB assistant director concluded the sergeant’s refusal to file a complaint constituted a policy violation and recommended MNPD reinforce requirements to complete complaint forms and supplements when citizen complaints are reported.
