City staff presented the plan and estimate, saying the project includes shifting the roadway alignment to improve the curve and adding a sidewalk along the north end of the improvement to tie into existing walkways. "We're right now we're we're looking at $515,211 for the estimated cost, which is the amount the developer would be required to deposit with the city prior to the release of the record plan for section 1 of their development," staff said.
The agreement also covers additional turn‑lane and entrance work the developer will construct as part of section 1 of its development, including a northbound left turn lane and a right‑turn decel lane into the new entrance. Staff said the estimated cost includes property acquisition for a small amount of right‑of‑way (on the order of about 1,000 square feet) and included a 10% contingency in the estimate to account for early design uncertainty and inflation.
Why it matters: The deposit requirement was tied to the developer's obligation to fund the curve reconstruction as a condition of prior site‑plan approvals. Council members asked whether sidewalk connections beyond the curve would be required; staff said the developer's responsibility covers the sidewalk along the curve and connecting to existing walk but that extending the walk further would require a separate city project or additional funding.
