Council Member Ryan Nelson gave a detailed account of operations at the Red River Regional Dispatch Center (Triple RDC), describing a high-demand day in June when multiple simultaneous incidents pushed the center’s call-handling workload to well above typical peaks.
Nelson said the incident sequence began at 11:46 a.m. with reports of a person fired upon from a vehicle in Moorhead and within a minute multiple other high-volume incidents were reported in Fargo, causing call rollovers to the center’s backup lines. Nelson said supervisors and off-console staff stepped in to assist and that an Everbridge public notification advised residents to avoid the area.
Nelson described a second surge that night amid severe-weather responses with multiple tornado warnings and a 20-minute window that included seven high-priority calls in Cass County, including multiple injury accidents, a gas leak, a grain-elevator collapse, downed power lines and a loss of life. He provided hourly totals that day showing calls far above typical peak-hour volumes and thanked dispatch staff and first responders for their performance.
Mayor Shelley Carlson and other council members thanked Nelson for the briefing and emphasized public patience for non-priority calls during peak demand. No council decisions were required; the briefing served to inform the council and public about operational pressures on regional dispatch services.
