Council approves $78,000 contract to replace fire-station floors

The East Bethel City Council voted July 28 to award a contract to Modern Concrete Coatings to replace interior floor coatings at all three city fire stations, a project staff estimated at $78,000.
City staff and Fire Chief Steve told the council the work would cover apparatus bays, offices, bathrooms and work rooms and include surface preparation down to bare concrete. The company’s product is a polyaspartic coating with a high-wear polyurethane topcoat; staff said the product is expected to resist the tire-heat adhesion problems that damaged the previous epoxy coating. Modern Concrete Coatings agreed to a five-year manufacturer workmanship warranty covering replacement for cracking or workmanship failures.
The project also includes a logistical plan to maintain emergency response: Modern Concrete Coatings will work in phases and return on two separate days at no extra cost so half the apparatus floor can remain in service while the other half is resurfaced. Staff said one of the other bidders would have charged extra to mobilize twice.
“I do want to point out … they were incorrect on the manufacturer’s lifetime warranty — it is five years,” a fire department representative told the council, adding that the contractor accepted responsibility for workmanship defects during that period. Council members asked about prep work, and staff said diamond grinding would be used for all surfaces except a hallway coping, which will be prepared by an alternate process and recoated to match.
Councilmember (unnamed) moved to accept the recommendation of Modern Concrete Coatings and to award the work under the terms presented; a second was recorded. The mayor called the vote; the council answered “Aye” and the motion passed.
The council and staff placed the floor replacement in the current capital-improvement plan and characterized it as a maintenance purchase intended to extend equipment life and reduce recurring repairs. No schedule for start and completion was given at the meeting.
Why it matters: the city said the current coating had repeatedly pulled from truck tires in the past after installation and that the replacement product and staged installation aim to reduce downtime for emergency vehicles.
The council did not attach additional conditions to the award. Staff said the company had provided its warranty terms in writing.
