Board restores board-authority language after debate on bus-stop distance and safety

A debate over proposed edits to the district’s transportation policy prompted board members to require the policy be returned for public advertising with board-authority language restored. During a consent-agenda discussion, a board member said language granting the school board authority to approve special authorizations had been removed from policy 8.13 and asked why the board’s authority would be taken away.
A district staff member noted the district already uses a departure from state distances by setting a 1.5-mile limit (less than the state’s two-mile standard) and that removing the special-authorization sentence followed from that logic. The board member pressed for retention of a clear board authority statement citing safety examples: ‘‘On Highway 100 A, you got kids, you don't want those children walking out there in knee high grass with no sidewalks. And I wanna make sure that this board has some authority over that going forward.’’
Daniel Taylor and other staff said safety of stops continues to be verified and that another board policy already states no stops will be created closer than 1,000 feet of each other, which helps ensure students do not walk more than a half mile to a stop. The board directed staff to put policy 8.13 back with the board-authority language and to bring the revised policy back for advertising and formal action.
The modified consent-agenda motion approving the consent items excluded policy 8.13 so staff could revise and return it; the board then approved the modified consent agenda and agreed to restore the deleted language before advertising. No final policy change was adopted at this meeting.
