Board approves tentative five‑year facilities plan; member warns plan undercounts South County growth

The Hillsborough County School Board adopted the district’s tentative 2025–2030 Educational Facilities Plan on July 29, a required document that outlines projected capital projects, enrollment forecasts and use of portable classrooms over a five‑, 10‑ and 20‑year horizon.
Superintendent Ayers and planning staff said the plan summarizes projected student population growth, capital outlay revenues, planned construction projects, renovations, class‑size impacts and use of temporary instructional spaces. The plan will be provided to local governments for interlocal review; staff said the plan is fluid and project timelines and priorities can change.
Member Rendon opposed the plan, saying it did not list enough new builds to match observed housing development, particularly in South County and Plant City. Rendon noted that in some fast‑growing areas the district needs more schools sooner than the plan reflects and said the district’s submission to county partners should better prioritize the new builds the county will be asked to support. Superintendent Ayers and staff said the document is tentative and that projects are moved on and off the list as needs and funding change; Ayers said individual projects will return to the board for approval with full project details.

Next steps: staff will distribute the plan for interlocal review with county and municipal partners and will return in September with any revisions and with the final plan. Board members asked staff to continue evaluating long‑range capital needs in light of county growth data and to present funding options.
