Lebanon council considers removing Lafayette Avenue golf-cart ban; suspension vote fails

Councilwoman Jasinski introduced an ordinance to amend the city code to remove Lafayette Avenue from a 2018 prohibition on golf-cart traffic, saying the change would help residents reach destinations such as the park.
The ordinance, read aloud by Tyler, would replace section 75.06 of the City of Lebanon code to prohibit golf carts only on State Road 32, State Road 39 and Indianapolis Avenue and to continue to ban golf carts on sidewalks, multiuse paths and trails. The ordinance text cites Indiana Code 9-21-1-2 and IC 9-21-1-3(a)(14) as authority for local regulation.
“This is basically the same as last time… I just would like to see this happen,” Councilwoman Jasinski said during the meeting.
Council members discussed safety and the changed interchange near Lafayette Avenue. Tyler read the ordinance on first reading and the council solicited public comment; none was offered. A motion to suspend the rules and move the ordinance to a second reading that night required unanimous consent. Council member Keith Campbell opposed suspending the rules, so the motion failed; the council set the ordinance for second reading at its Aug. 11 meeting.
No final policy change was approved at the July 28 meeting; the council only completed the ordinance’s first reading and declined to suspend rules for immediate final consideration.
