Kittitas County commissioners voted to approve a resolution authorizing the chair to sign the first amendment to a memorandum of agreement between Mid Columbia Fisheries Enhancement Group and the Kittitas County Flood Control District, Public Works staff told the board.
The amendment clarifies roles, responsibilities and the budget split between county flood-control staff and Mid Columbia Fisheries for work funded through a Department of Ecology grant, Arden Thomas, water resources manager for Public Works, said. The grant covers maintenance of an existing Mercer Creek flood risk reduction project within the city of Ellensburg, near Sanders Road, and work with landowners along Mercer Creek downstream of Fifth Avenue and the railroad to explore a similar project there.
The board considered the amendment during the study session, and a commissioner moved to approve “Resolution 2025-138 as presented.” Another commissioner seconded the motion. Both commissioners voted “aye,” and the chair announced the motion passed.
Thomas told the board Mid Columbia Fisheries is largely implementing the work under the Ecology grant while county flood-control staff will provide technical design and hydraulic modeling services. The amendment is intended to make the county’s and Mid Columbia Fisheries’ responsibilities and budgets explicit, he said. Thomas said he had reviewed the submitted amendment prior to the meeting and there were no further questions from commissioners.
No additional conditions, amendments or votes were recorded in the transcript; the action taken was the approval of the resolution and authorization for the chair to sign the amendment.
The board did not discuss implementation dates or budget line items beyond the summary provided; those details were not specified in the meeting record.
