Kokomo board approves emergency demolition of 1344 South J Street

KOKOMO, Ind. — The Board of Public Works and Safety voted July 30 to approve an emergency demolition of a structure at 1344 South J Street and to advertise for bids, city staff said.
City staff member Chelsea told the board the property had become a dumping ground, had been used by people experiencing homelessness and had repeated fires on the parcel. Chelsea said the office had notified the owner multiple times by mail and posted notices on the property, and cited Indiana Code 36-7-9-9 as the authority for an emergency demolition to “protect life, safety, or property.”
The board approved the demolition and authorized advertising for bids; the board record shows bids will be due by Sept. 3. There were no public comments on the item at the meeting.
The action was presented as an emergency measure; the board approved the request by voice vote (all members answered “Aye”).
City staff indicated the property had a history of three fires on a structure on the parcel and that prior opportunities had been given to the owner to address hazards. The board did not record any additional conditions or follow-up tasks at the meeting.
The board handled the item during its new-business agenda and moved on after the vote.
