The Seattle City Council on July 29 unanimously passed council bill 121034 adopting the 2025 annual action plan to the 2024'2028 Consolidated Plan for Housing and Community Development and authorized its submission to the U.S. Department of Housing and Urban Development. Council president Sarah Nelson moved the measure and it passed 8-0.
The action plan sets how the city will use its annual HUD entitlement, prior-year allocations and program income in 2025—about $30.7 million overall—to provide services, housing and facilities to low- and moderate-income people and neighborhoods.
Council member Solomon, the ordinance sponsor, said the consolidated-plan goals prioritize preventing homelessness, expanding services for people affected by substance use and mental-health conditions, improving equitable access to community infrastructure and recreation, increasing economic development and job training for disadvantaged households, and expanding affordable housing options.
The legislation authorizes staff to submit the adopted plan to HUD, a required step for the city to receive its annual entitlements and program funds. No amendments were offered during the council's floor consideration.
The vote was recorded as: Council member Saka 'aye'; Council member Solomon 'aye'; Council member Strauss 'aye'; Council member Hollingsworth 'yes'; Council member Juarez 'aye'; Council member Kettle 'aye'; Council member Rink 'yes'; Council president Sarah Nelson 'aye'. The ordinance passed and the chair signed it.
