The Johnston County Board of Education voted unanimously to approve multiple personnel recommendations Thursday after a closed session to discuss confidential personnel matters.
The actions included approvals of central administrator appointments, one area assistant superintendent and several school principals and assistant principals. Board members said the measures were part of routine personnel business needed to staff schools and district offices for the coming year.
Board members first voted to enter a closed session under North Carolina law to discuss personnel matters and consult with the board attorney. After returning to open session, the board approved the superintendent's recommendations for the following positions:
- Cecilia Faircloth — recommended for Director of Certified and Support Personnel, Human Resources (motion approved unanimously).
- Belinda Proctor — recommended for Beginning Educator Support and Induction/International Faculty Coordinator, Human Resources (2-year contract; approved unanimously).
- Lee White — recommended as Area Assistant Superintendent for Elementary Schools, School Improvement Services (4-year contract; approved unanimously).
- John Michael Reagan — recommended as Assistant Principal, Cleveland High School (2-year contract; approved unanimously).
- Igor Gorbachev — recommended as Principal, Cleveland Elementary School (2-year contract; approved unanimously).
- Patrick Holmes — recommended as Principal, Cleveland Middle School (2-year contract; approved unanimously).
- Shannon Pollock — recommended as Principal, Riverwood Elementary School (2-year contract; approved unanimously).
The superintendent also announced several administrative transfers during open session, including David Allen to Principal at North Johnston High School; Joy Bryant to Interim Principal at Wilson's Mills High School; Melissa Butts to Assistant Principal at Princeton School; Dr. Ryan Yule to Principal at Smithfield-Selma High School; and Mogi Reddy to Director of Hiring in Human Resources. Those transfers were announced as superintendent business and did not require separate board roll-call votes in open session.
Votes at a glance

- Each named personnel recommendation listed above was approved by voice vote with no members opposing.
Why it matters: The approvals install district leadership at multiple schools and in human-resources roles ahead of the school year. Several recommended hires carry multi-year contracts that will shape elementary and district-level leadership and who manages beginning educator supports.
Details and contract terms cited during the meeting were those stated by district staff and the superintendent; the board recorded motions, seconds and unanimous voice approvals for each recommendation.
