Committee readies RFP for behavioral care operator; National Commission on Correctional Health Care to review

The Oversight Committee received an update on the Request for Proposals (RFP) for operator services for the Behavioral Care Center on July 15, 2025.
Stacy, project staff, said the RFP is "in pretty good shape" and that the team expects to publish it in early August, allow roughly 60 days for proposals, then shortlist and conduct interviews in the fall. Stacy said the county needs the operator on board and working with Flintco by the end of 2025 to stay on schedule.
Joanne Davis (committee participant) described plans for a two-step selection: initial evaluation using a scoring matrix, then face-to-face interviews of the top three to five proposers. Davis said she has consulted with the National Commission on Correctional Health Care, which reviews correctional health standards nationwide and offers accreditation and technical review. She said the commission will examine the RFP for items often missed in locally drafted solicitations and warned of potential "scope creep and mission creep" if operational details are not tightly defined.
Stacy said some systems (for example, nurse-call stations and medical-records systems) must be selected by the operator and then installed by the contractor; that is part of the rationale for bringing an operator on board before construction finishes.
The committee discussed who will form the interview panel; commissioners will appoint a committee for interviews, and staff indicated some cost for the National Commission review but described it as likely worth the expense. No formal procurement award was made at the meeting; the committee directed staff to publish the RFP, conduct evaluations and return with a recommended shortlist for interviews in the fall.
