Heather from Revision Energy briefed the commission after meeting with the planning board; commissioners said the developer discussed a target September start date for construction but that the New Hampshire Department of Environmental Services permits had not yet been approved.
Commissioners noted the permit process could still produce requests for additional information or rework that would delay the schedule. “They could have kicked them back, and it would have started the clock all over again,” a commissioner said, describing the DEP review process.
Revision Energy and commission members said if construction begins this fall and material delivery and weather cooperate, the project could be completed within the year. Commissioners also discussed expected municipal financial impacts: the town’s presentation indicated an expected payment to the town of approximately $960,000 in May 2026 tied to the project’s timeline and financial arrangements.
Panel members discussed broader goals for municipal offset accounting and cost recovery. Chair John Russell said the town’s goal is to cover municipal accounts through generation offsets and estimated a municipal break-even period of about eight to nine years if assumptions hold.
No formal action was taken at the meeting on the project; commissioners recorded the update and continued to monitor permitting and scheduling.
