Richland County commissioners approved spending $44,861 to install roll carpeting in the APA office, a change from earlier plans to use carpet tiles that would have cost about $62,000. County maintenance superintendent Josh Hicks presented the recommendation and told the board the decision followed negotiations with the state agency occupying the leased space.
According to Hicks, the original quote for carpet tiles was roughly $62,000; after discussions with the state’s representatives the parties agreed to roll carpet, a less expensive option priced at $44,861. County Administrator Andrew Keller confirmed the state has approved splitting the cost with the county.
Commissioner Daryl moved to approve the purchase and another commissioner seconded; the board recorded the motion and approved the expenditure. The county will proceed with the roll carpet installation under the lease terms and the agreed cost-split with the state.
Why it matters: The change reduces county and state contractor costs for office finishes in leased space and reflects staff negotiation with the lessee to balance durability and price.
