The Public Safety Committee on May 21 reviewed speed data and enforcement on Old Dover Road and agreed to keep the item in committee while monitoring results ahead of a planned mini‑roundabout at the Tibbetts Road intersection.
Deputy Chief Swanberg reported the police speed trailer was deployed for nine days. Southbound (toward Dover) the 85th‑percentile speed was 45 mph and the average speed was 39 mph; northbound average speed was 36 mph with an 85th‑percentile of 42 mph. Swanberg said officers conducted 82 traffic stops across Old Dover during the reporting period and issued warnings and a handful of citations. "We stopped 82 cars out there... which is a significant amount of cars for us to have stopped on one roadway in one month," he said.
Committee members said enforcement and the speed‑trailer presence are appropriate initial steps. Public Works staff reviewed a conceptual design for a mini‑roundabout at the Tibbetts Road intersection and said the design includes raised splitter islands and a mountable center island to slow traffic; construction is expected to start next year if approved. "This will be a very good traffic calming measure that's coming in the very near future," staff said.
The committee voted to keep the item in committee for one month to allow time for the enforcement presence and the speed trailer to have an effect and to report back with any changes in speeds or crash frequency.
