Yonkers 'On July 29, 2025, the Yonkers City Council adopted three local laws to amend parts of the Code of the City of Yonkers governing the sales and use tax, mortgage recording tax and the city income tax surcharge so the city can align with the 2025 amendments to New York State tax law. The measures passed by roll-call votes of 5-0 (item 1) and 6-0 (items 2 and 3).

The council opened each item for discussion but recorded no substantive debate or public comment before taking votes. Council President Collins Bellamy explained the first three items were "extenders that we have to file with New York State in order to be able to collect taxes." A staff member identified as D'Shawn confirmed those items were procedural, and the deputy clerk called the votes.

The first local law amends parts of article 4 of chapter 15 of the Code of the City of Yonkers related to sales and use tax. The second amends section 15-141 of the city code to extend the mortgage recording tax, and the third amends the same section to extend the city income tax surcharge; all three steps were described by council leadership as necessary to conform city collection authority to the 2025 state law amendments.

Each item was closed for discussion after no members raised questions; the deputy clerk recorded the final tallies. The votes allow the city to proceed under the altered state tax definitions and collection rules indicated by the 2025 state changes. The council proceeded to other agenda items following the recordings of the votes.
