The Committee on Legislation on July 15 considered an administrative amendment to Chapter 309 (Parks and Other Open Spaces) aimed at updating language referring to Centennial Park and clarifying where fishing is permitted, Council Member Norcoskie said.
Norcoskie, sponsor of the amendment, told the committee the change "is to change, based on the recommendation of the, Ralph Wilson Centennial Park, where it is appropriate to fish and to clean up some of the language, that we have in our charter that refers to the old park." She said she had notified the adjacent North District council member and had not received any objection.
The amendment was opened for discussion and then sent to the full council "without recommendation," following a motion and second. The committee did not adopt the ordinance at the meeting; the committee action forwards the amendment for further council consideration.
Committee discussion focused on the wording update and neighborhood notification. Norcoskie said Centennial Park is in her district and that adjacent areas include Unity Island, Niagara and the North Districts. No substantive objections were recorded during the committee discussion, and the sponsor said the change is administrative in nature.
The committee later received a related motion on the council file for the Chapter 309 amendment (later listed as item 27 on the agenda) and recorded that motion as received and filed, continuing the administrative process.
The committee did not vote to adopt changes at the meeting; it transmitted the item for fuller council consideration without a committee recommendation.
