Commission flags culvert failure on Early Bird trail, asks utility and DBW to respond and post trail closure signage

A commission member reported a culvert failure on the Early Bird trail and urged immediate signage and a repair plan, asking that National Grid and DBW (designated body for water/utility responsibilities) be asked to coordinate repairs and send representatives to the Aug. 11 meeting.
The member said the site had deteriorated from a crack to a hole in one of the culvert barrels, with a bicyclist observed passing through the damaged section. "Now there's a hole in 1 of the barrels that's fallen into it... maybe we need to put a trail closed sign on the gate at the beginning right there at Park Avenue," the commission member said.
Commissioners directed staff to send a notice to DBW and National Grid requesting a repair plan and representation at the Aug. 11 meeting. Staff were also instructed to place more durable trail-closure signage rather than relying on tape, and to provide photographs in correspondence. The commission did not authorize emergency repairs itself and requested the utility and responsible agency be present to explain repair timing and responsibility.
The commission emphasized public-safety precautions, with one member asking for a barrier or a sign ahead of the trail because "tape just doesn't make it" as a deterrent. Staff also received permission to use a commission member's photographs in correspondence seeking a mitigation plan from the utility.
