The Village Board of Ashwaubenon on July 22 approved a resubmitted site plan and a third amended development agreement for the Commonplace Building 2 project at 670 Mike McCarthy Way. The board’s action included adjusting dates in the development agreement to align tax-increment financing (TIF) assistance with the developer’s revised construction timeline.
The project developer (Merge Urban Development) is proposing a five‑story, mixed‑use Building 2 containing 91 residential units plus restaurant and retail space, according to staff. The board also approved changes that will spread the cost of a planned 2026 revaluation over three years as part of contract and budgeting discussions tied to development incentives.
The board’s approval follows a recommendation for approval from the Ashwaubenon Planning Commission at its July 1 meeting. Planning and staff reported the resubmitted site plan did not change materially from the previously reviewed design; the resubmittal was required because the earlier approval and plan had expired.
Will (staff planner) summarized the project and the parking plan, saying the revised plan “allows for enough spaces for the tenants to park as well, including street parking as well.” The plan adds a U‑shaped parking area that increases on‑site parking and provides access from the east and west sides of the property. The developer also revised the parking layout to accommodate tenants and customers, and staff said the project will not include vehicle repair, salvage, or body work onsite.
The third amended development agreement updates dates for the PAYGO TIF assistance previously approved for the site so the incentive schedule aligns with the developer’s revised start and completion dates. A board member said the amended agreement merely “changes dates to align with their planned start and completion of construction.”
The board approved both the site plan and the amended development agreement by voice vote; trustees indicated approval and the motions carried.
The approvals allow the developer to proceed toward construction under the revised schedule; the development agreement retains the previously negotiated TIF assistance structure but adjusts timing to reflect the project’s new start/completion expectations. Staff noted the developer’s prior approvals and the project’s prior phases informed the review and recommended approval.
Next steps: the developer will proceed toward permitting and construction sequencing under the amended agreement and approved site plan. The village will handle any remaining administrative steps tied to building permits and TIF disbursement once construction milestones are reached.
