Architects propose $1.46M expansion to Eddy County law enforcement training facility

Architects from Mitchell and Cruz presented a proposal to expand the Eddy County Law Enforcement Training Facility, seeking commission feedback and potential authorization to proceed to design and cost refinement.
Dean Cruz of Mitchell and Cruz described a plan to add roughly 2,000 square feet on the east side of the existing roughly 10,000-square-foot pre-engineered metal building. The addition would include a fitness room, two showers, two water closets (or a urinal and water closet), a janitor’s closet and an expanded break room with an alcove for equipment such as a copier. The project also calls for a covered patio with storefront glazing to bring daylight into training and fitness spaces.
Cruz said the firm initially estimated construction costs, including contingency, bonds and taxes, at about $1.36 million for construction and roughly $1.46 million after applicable taxes and a proposed cantilevered slide gate with associated electrical work. He noted that restroom and small-project construction costs are relatively high and that actual utility-usage (peak-demand) bills would help the engineer determine whether any electrical service upgrade is required.
The presentation also included a recommendation to tie new HVAC loads into the existing condensers where feasible and to use existing electrical service to lower cost. Cruz said adding the space as an addition rather than a separate structure reduced complexity and preserved future expansion capability at the site.
Commissioners asked about future expansion capacity and were told the site allows for additional growth. The board did not take a vote to authorize construction; staff will return with refined cost estimates and any required procurement steps.
