Jeff, City of Daytona representative, gave the committee a multi‑item update on city planning and events. He introduced Estrella Perez as the administrative assistant for the economic and strategic opportunities director and said the portal for Biktoberfest is open until April 28. "The portal for Biktoberfest is opened. It will be opened until April 28," he said, and added that a city commission workshop to discuss Biktoberfest and Bike Week guidelines is scheduled for May 14.
On construction activity, Jeff reported that the city issued 194 certificates of occupancy in March with a construction value of about $39,000,000. "We had 194 units come on during the month of, actually, March. ... with a value of construction of about 38, almost $39,000,000," he said, and noted the department would present comparative first‑quarter CO data for 2024 and 2025 at a future meeting. Jeff said Avalon Park is pursuing rezoning as a planned development. "It'll be a PD. Say It'll be a PD of planned development," he said when asked about Avalon—s rezoning. He did not provide a firm kickoff date for Avalon Park construction or confirm utility availability but said he would follow up with staff on water and sewer status.
On a separate matter, Jeff said a proposed self‑storage project involves the actual Sears location at the mall and that staff believed rezoning was likely not required for the use, though he recommended confirmation. "No. It's actual Sears at the mall," he said when asked which Sears site is under consideration, and later added, "I don't believe so. I believe they were just in just to discuss the site plan." Committee members discussed whether past city commission guidance limited self‑storage on major thoroughfares; Jeff said the parcel is part of a 13‑acre site and the use may be allowable.
Discussion: Members asked for follow‑up reports on Avalon Park utilities and a status update on the Avalon project schedule. Staff agreed to return with additional data and a chart comparing CO counts year‑over‑year.
