Council authorized the mayor to execute the agreement, declared the resolution an emergency and adopted the measure on the first reading by voice vote. The mayor signed the contract during the meeting.

Treasurer Marty and staff confirmed the payment will come from the park project funds; council members noted the lower bid would reduce project costs.
