The Town Council approved July 28 a development agreement with Foxwood LLC that begins the process of developing Milson's Point Estates, a proposed residential subdivision on approximately 14.795 acres in and adjacent to town limits. Staff described the package as three related steps: (1) providing municipal services to an ETJ (extraterritorial jurisdiction) parcel that the developer intends to annex; (2) acknowledging a petition for voluntary annexation of roughly 3.182 acres currently in the town's ETJ; and (3) rezoning two parcels and amending PD-27 so the area functions as a unified residential project. The project area includes a former gas-well site and several parcels currently in different ownership. Town staff said the development agreement—drafted by the town attorney—outlines mutual obligations: the town will provide police, fire, solid-waste and infrastructure oversight; the developer will perform off-site improvements and demo an existing home on the annexation parcel. Planning & Zoning review, preliminary and final plat approval, and PD-27 amendment hearings will follow in subsequent meetings; staff recommended approval of the development agreement as a first step. Developer Greg Fox (a Trophy Club resident) and consultant Kurt DeBose spoke in support and described plans to build homes consistent with local character. Council approved the development-agreement authorization for the town manager to execute on the town's behalf; the motion passed by voice vote. Staff noted future coordination will be required with the local Municipal Utility District (MUD) to adjust boundaries and services. The council and staff emphasized that the agreement initiates a multi-step land-use and permitting sequence; subsequent zoning, platting and infrastructure approvals will follow the normal review process.
