MPCA finds violation at Holly landfill; Moorhead plans remediation and more demo-waste capacity

Council member Heather Niesemeyer said the Solid Waste Advisory Committee (SWAC) learned of a major Minnesota Pollution Control Agency (MPCA) violation at the Holly landfill. Niesemeyer said solid-waste staff are awaiting a final MPCA decision but have a remediation plan ready and will provide an update to SWAC and the council when the MPCA final decision is issued.
She said the demo-waste receiving area at the landfill remains closed to individual customers and that, because the area is closed, the city approved purchasing additional dumpsters at both the resource recovery center and the landfill to handle demolition waste generated by city growth. Negotiations with Clay County over services and cost-sharing at the resource recovery center are ongoing, she reported.
These items were presented as committee updates; the council did not take separate formal votes at the meeting beyond committee-level approvals to buy additional dumpsters.
