Board names CMAR procurement for Saginaw High renovations, authorizes negotiations for Elkins Ag complex; Wayside Middle work continues

Saginaw High School: procurement method set Trustees voted to use the construction manager‑at‑risk (CMAR) procurement method for the Saginaw High School additions and renovations. Administration and architects said CMAR is the preferred method for this project because it allows early contractor involvement, better coordination across multiple phases, improved safety planning while parts of the campus remain occupied, and incremental cost estimating as the design reaches 50% and 95% documents.
Why CMAR: District staff told trustees the project includes phasing, existing easements and multiple campus interfaces that make a single contractor relationship helpful for coordinating utilities, staging and community safety. The board approved the recommendation to designate CMAR.
Poe Construction recommendation for Ag complex: enter negotiations After a competitive selection process that asked contractors to submit both price and qualifications, the administration recommended entering contract negotiations with Poe Construction for the **** and Heidi Elkins Agricultural Science Complex. A review panel ranked Poe highest based on pricing and qualifications; the recommended amount presented to trustees was $20,886,600. The board authorized staff to negotiate a contract with Poe Construction and, if negotiations fail, to move to the next highest-ranked bidder.
Wayside Middle and other summer work Staff presented progress photos and updates on Wayside Middle School, showing interior work, gym and storm-shelter construction, and exterior masonry and window installation. Administrators also reported a broad slate of summer projects across 23 campuses: roof and RTU replacements, chillers and boilers, playground turf, signage and other maintenance that is intended to prepare campuses for the fall. Several projects are on accelerated completion schedules; staff said Boswell and other campuses have had major summer work completed or underway.
Board action: Trustees approved the CMAR procurement designation for Saginaw High and authorized contract negotiations with the recommended contractor for the Elkins Ag complex. Both votes passed without opposition.
Ending: Staff will proceed to select a CMAR for Saginaw High through a separate procurement process, finalize negotiations with Poe Construction subject to contract, and return to the board with firm GMP (guaranteed maximum price) proposals or contracts as required by board policy.
