The City of Des Moines Zoning Board of Adjustment voted 6-0 to approve three consent-agenda zoning requests at its monthly meeting, clearing a conditional-use request for a seasonal market and two signage exceptions and permitting applicants to seek required sign and building permits.
The approvals came on a motion moved by board member Rhonda Sadia and seconded by board member Marlys Jones. Board Chair Mel Pins announced the vote as unanimous; the six voting members recorded in the meeting were Tom Decio, Dave Gare, Rhonda Sadia, Mel Pins, Marlys Jones and Cuckoo Sa.
Staff had reviewed each application and recommended approval subject to conditions listed in the staff reports. The items approved on consent were: a conditional use request for a seasonal market at 11 11 East Army Post Road (related to Southridge); a zoning exception for canopy signage for Casey’s Marketing Company at 4151 Merle Hay Road; and a zoning exception for wall-mounted signs at 1111 East Army Post Road.
The board chair reminded applicants that the board’s decision will be documented in a written decision and order. The chair said applicants should wait about a week before contacting the city’s Permit and Development Center to obtain any necessary building or sign permits so the decision and order can be finalized and distributed.
The chair also read procedural requirements on the record: an approval granted by the board must be implemented, constructed or otherwise utilized within two years of the board’s decision or the approval will expire, and the board’s decisions may be appealed to the Iowa District Court within 30 days of filing of the board’s decision and order.
No member of the public asked that any item be removed from the consent agenda for individual discussion, and no substantive public testimony opposing the three items was recorded in the meeting transcript.
