Angela (staff) advised the board that Florida statute allows a district to dispose of surplus property to governmental or nonprofit entities but requires the recipient to pay for relocation. Board members said the move and payment for shipment were already arranged under a separate contract, and one board member expressed concern that the procedure had not been followed before the move. "The statute was not followed," one board member said, urging caution and noting potential liability. Board counsel and staff explained that the district had paid a mover when the first contractor fell through and that funds to cover the move were included in another contract. The board member who raised the concern said she understood why the superintendent acted quickly but emphasized that the correct procedure should have been followed. After discussion, a board member moved to declare the portable building surplus and approve the donation to the Boys and Girls Club; Bonnie seconded the motion and it passed by voice vote. The board also acknowledged that the district will pay for moving the portable as authorized in an existing contract and recorded for the minutes that the move had already been completed. Board members asked staff to ensure future surplus property transfers follow statutory procedure and to clarify how moving costs were assigned and recorded, and they directed staff to document the donation in the minutes.
