Council grants easement to ComEd to enable SunVest airport solar interconnection

The DeKalb City Council on July 28 voted to grant an easement to Commonwealth Edison that will allow interconnection poles to be installed to accept power generated by a SunVest solar project at the city airport on East Pleasant Street.
City staff said the easement is a standard utility requirement so ComEd can tie the solar field into the distribution system. The project requires FAA review for construction at the airport site; staff said the easement is an enabling step so power can be taken off the site once the solar array is commissioned.
Alderman Larson asked whether the easement would obstruct future airport expansion or create a permanent encumbrance. City staff and the city attorney replied that easements run with the land but that the city routinely negotiates easement terminations and that decommissioning provisions could be part of future processes. The city attorney noted the easement language includes a termination/notice provision and that there is also a separate decommissioning process for solar facilities if they are later removed.
Council voted to approve Resolution 2025‑073 granting the easement. Council members described the vote as routine and related to a planned renewable-energy project on city property.
