The Saco City Council on July 28 approved the first reading of an updated Technical Design and Construction Standards Manual (TDCSM) and scheduled a public hearing for Aug. 25, 2025.
City staff said the TDCSM, originally adopted in March 2021, is being revised to add pump station details, municipal street‑lighting requirements, traffic‑signal standards, standard conditions of approval, and updated compliance forms. Staff described the draft as an initial version that the planning board will review in August and return to council with recommendations and a public‑hearing record prior to final reading.
Councilor Hatch moved to approve the first reading and set the public hearing for Aug. 25; Councilor Edwards seconded. The motion passed 7‑0. Councilors asked staff and the clerk to adjust the originally proposed public‑hearing date to avoid conflicts with other schedule items; staff confirmed the planning‑board review and a subsequent council public hearing are part of the review process.
The manual is intended to provide up‑to‑date technical standards for streets, drainage and sewer systems and to standardize conditions of approval and forms used by applicants and staff. No final changes were enacted at first reading; the planning board review and public hearing will precede any final council adoption.
