City staff said the AIP program, modeled on a long-standing TIF district storefront grant, offers small awards to family-owned or startup businesses to cover costs that might otherwise prevent them from opening or staying in business. Staff recommended approval after reviewing eligible expenses and contractor invoices.
Valerie Farmer and Alando Farmer spoke at the meeting in support of their business; city staff described the business as a takeout kitchen with limited on-site seating. Mayor and aldermen praised the Farmers’ community involvement, noting volunteer work such as backpack giveaways and neighborhood support. Alderman Walker provided a written note urging approval; other council members echoed that endorsement during discussion.
Council moved and voted to approve Resolution 2025‑072 (Fund 400 AIP grant) as presented. Council members said the program and grant reflect the city’s interest in supporting neighborhood-serving small businesses and food-service entrepreneurs.
City staff said the property owner will be reimbursed for approved, completed work and that the grant follows existing program limits (projects are eligible up to $25,000 under the program structure).
