County to advertise bids for Elwood City curb‑cut and ADA accessibility project

Lawrence County commissioners on July 29 approved a request from the county planning office to advertise a construction bid for curb cut completion and the removal of architectural barriers in the borough of Elwood City using 2023 Community Development Block Grant (CDBG) funds.
Rebecca Schaeffer of the county planning office said the county administers Elwood City’s CDBG program and that the borough council chose to use the funds for the ADA program improvement project. Schaeffer asked permission to run the public bid ad; she said the ad will run the first two Mondays in August and that bids will be due Sept. 8.
Why it matters: the project uses federal CDBG funds to improve public access by completing sidewalk curb cuts and removing barriers that prevent access for people with disabilities. The planning office will administer the procurement on behalf of the borough.
Schaeffer told commissioners, "What this is, is for our 2023 CDBG funds. We, are asking permission to advertise for an upcoming bid that is going to be bid out… this is continuation of completion of curb cuts and removal of architectural barriers, in the borough of the city." The Board approved the advertising request by roll call (yes votes: Commissioners Sainautom, Kennedy and Vogler).
What’s next: the county will run the legal ad, accept bids until Sept. 8 and return to the Board to award the contract in accordance with county procurement rules and the borough’s program decisions.
