Board adopts notice of order denying rezoning after planning commission finds proposed change not justified

The Wright County Board of Commissioners adopted a notice and order denying an application for rezoning on Tuesday after receiving the planning commission’s findings and record from two public hearings and a site inspection. County planning staff told the board the record—minutes, staff reports and findings—was included in the meeting packet and recommended adoption of the notice and order for denial. A commissioner asked why the planning commission’s recommendation differed from a township board that had reportedly voted unanimously to approve the plan; county staff replied the planning commission’s written findings explain its decision and cited that the proposal was not considered infill and that there was not sufficient justification to rezone the property at this time. Commissioner Holland moved to accept the planning commission’s findings as presented; the board voted unanimous to accept the findings and adopt the notice of order of denial. Staff confirmed that the applicant, Paula Dalbeck, was not present and said the notice and findings would be mailed to the property owner and applicant by U.S. mail. Board members and planning staff discussed that township recommendations sometimes include little written rationale (e.g., “board approves” without justification), which complicates review and requires the planning commission to weigh the land-use plan and the area context when forming its recommendation.
