The Panama City CRA on July 29 approved an interlocal agreement with the city’s Parks, Culture and Recreation (PCR) department to continue hardscape, landscape maintenance and beautification of rights‑of‑way, medians and CRA properties in the Downtown North, Millville and St. Andrews CRA districts for fiscal year 2025.
Staff told the board that initial quotes for outsourcing had been obtained but, because PCR continued to perform the work, outsourcing would have meant laying off five PCR maintenance positions that are funded through CRA support. The board approved the interlocal agreement 3‑0.
Board members said they and staff will conduct field reviews in coming weeks to identify priority maintenance areas in St. Andrews and other districts. Staff said the agreement maintains in‑house maintenance capacity and supports continuity of service across CRA districts.
