The Panama City CRA on July 29 discussed potential expansions of the Millville and St. Andrews Community Redevelopment Agency districts and voted to table further action to the board’s next meeting on Sept. 2.
Staff presented estimated minimum costs: a finding of necessity study at roughly $20,000 per district and a redevelopment plan amendment at about $40,000 per district. Staff cautioned these are low‑end estimates that could increase with area size, required conceptual planning, public engagement and county negotiations.
Board members raised questions about objectives, which neighborhoods to include, and whether the cost is worth the expected return. Suggested expansion areas included raising Millville north to 11th Street and extending St. Andrews east toward Northside Drive or Balboa to include Delwood Estates. The board directed staff to consult with county staff and return with refined maps and options to present as part of the fall budget discussion. A motion to table the item to Sept. 2 passed 3‑0.
