Resident alleges unwanted touching by alderman, asks council for formal review

A Davenport resident on Wednesday asked the City Council to formally review an incident he described as unwanted physical contact by an alderman and urged officials to treat the matter seriously and investigate under state law.

"The tone and timing of their remarks ... suggested this interaction was done out of spite," he said.

Woods cited Iowa law while asking the council to review the incident: "According to Iowa code, under Iowa code 708.1, an assault includes any act intended to cause pain or physical contact that would be insulting or offensive ... Iowa code 708.7 addresses harassment ... intentionally engaging in actions designed to threaten, intimidate, annoy, or alarm another person without legitimate purpose." He requested a formal review and said he wanted steps taken to ensure others would not be subjected to similar conduct.
