Davenport housing staff to start pulling voucher wait list after strong fiscal year

At a July 21 Davenport Housing Commission meeting, housing authority staff reported that the authority’s HUD-funded rental-assistance budget finished the fiscal year stronger than projected and that staff will begin pulling names from the Housing Choice Voucher wait list again later this summer. Malia, housing authority staff, said the authority has a "very healthy restricted net position" and will start selecting people from the wait list in August after completing a purge and the CMAP process, with selections likely beginning in September.
The announcement matters to the 362 people currently on the wait list: staff said they plan to pull conservatively, initially selecting "probably 5 to 10, probably closer to 10 at first," and then adjust month to month based on response rates. Malia said applicants receive 30 days to return required documents; staff will send a second notice before closing an applicant’s file if they do not respond.
During the meeting, Malia explained why staff feel comfortable reopening selections now: the authority is reconciling fiscal year 2025 balances and has exceeded projections for rental assistance and utility reimbursements. She said staff requested additional funds this year to cover costs while awaiting HUD reimbursements and that a HUD notice indicated the HCD program budget "will not be impacted financially" for the coming year. Malia also noted that the authority is "waiting for our contract to come in" and that the official federal budget timeline means the authority will not have final contract details until later in the calendar year.
Staff described how the wait-list purge will work and cited a prior purge about two years ago that reduced the list from about 1,100 to roughly 600 because of nonresponses and incomplete contact information. Malia said the authority will refresh the list in August, send letters asking whether applicants are still interested, and then begin selections in September so applicants have 30 days to respond.
The meeting record shows the commission approved the June minutes, the June financial reports and the utilization report by voice votes during the session. No formal vote records with individual members’ recorded yes/no positions were entered into the transcript.
The commission’s next regular meeting is scheduled for Aug. 18; staff said they will present the CMAP report at that meeting and will circulate the report to commissioners at least two weeks beforehand so members can review it before the required resolution deadline of Aug. 31.
