Commission recommends final plat for Timber Ridge senior apartments; forwards F25-09 to city council

At the July 15 Plan and Zone Commission meeting commissioners considered Case F25-09, a final plat request from Parallel Timber Ridge LP to combine five parcels into a single 2.07-acre lot to facilitate construction of Timber Ridge Apartments, a 52-unit independent senior living building for residents aged 62 and older.
Staff (Matt) described the site on the south side of 50 Fourth Street, adjacent to Truman Elementary and near the 50 Third/Pine Street corridor, and said the comprehensive plan designates the site as residential general. The proposed development includes a three-story, fully accessible building with a community room and a dog park; stormwater detention and utility easements are planned on the west portion of the lot.
Staff recommended the commission accept the listed findings and forward Case F25-09 to the city council with approval subject to three conditions: (1) the surveyor must sign the plat, (2) the utility provider must sign the plat after meeting needs, and (3) a note adding that sidewalks will be required with development or as directed by the City of Davenport. Commissioner Garrington moved the recommendation; the motion was seconded and commissioners carried the motion in roll-call votes.
Roll-call votes recorded by the chair were: Dunlap — Yes; Eickelberry — Yes; Hepner — Yes; Tallman — Yes; Maness — Yes; Garrington — Yes; Schilling — Yes; Thomas — Yes; Schneider — Yes. The commission forwarded the final plat to city council with staff conditions.
The petitioner was not present; staff noted the petitioner had flight issues. Commissioners asked clarification questions about the dog park and stormwater detention; staff indicated the dog park was a small area south of the building and reminded the commission that dog parks are not permitted within stormwater detention areas.
