The hearing officer approved two variances July 28 for homeowner Jim Barlow: a 4-foot encroachment of pool decking into a drainage easement and an increase in lot coverage to 42 percent, above the standard 35 percent. Barlow said an existing screened porch and buried power lines constrained pool placement; he told the hearing the pool itself will not be in the easement but decking would encroach.
"Both, closest neighbors on either side of my home, support this. They send emails of support ... they look forward to the project," Barlow said. Planning staff reported that the packet included a support email from the homeowners association and that the Board of Public Works approved consent to encroach at its July 16 meeting. "Planning staff is supportive of the variance request, and we recommend positive consideration of them as well as the adoption of the findings of fact," Angie said.
The hearing officer approved both petitions and adopted the findings of fact. Applicants were reminded that building permits and any engineering or utility requirements tied to the easement encroachment must be satisfied before construction proceeds.
