The Davenport City Council on June 11 approved a right‑of‑way usage permit authorizing Comcast of Illinois, Indiana and Ohio to install, maintain and operate a broadband network to serve commercial clients in the city, and the council added a staff‑proposed amendment requiring follow‑up inspections for certain restoration seedings.
David Anderson, a Ward 5 resident, urged oversight and tighter enforcement after public‑facing infrastructure work, telling the council he had seen “horror stories” from prior utility projects and asking for careful supervision.
Alderman Joaquin moved an amendment to require that “when restoration seeding occurs between the dates of October 15 through March 15 of the year, Comcast shall conduct follow‑up inspections to ensure grass establishment. The reinspection shall be completed no later than June 30 following the initial seeding event.” The amendment passed on a roll call and was incorporated into the permit.
The council then voted to approve the amended right‑of‑way permit. City staff said the measure establishes permit terms and oversight requirements; no additional city funding was requested or approved.
Council members praised the potential for improved broadband competition and said they expect staff to enforce restoration and restoration‑inspection commitments included in the permit.
