Council rejects moving Davenport Dream program boundaries; members call for expansion instead

The Davenport City Council on June 11 voted against a proposed change to the geographic boundaries for the city’s Dream home‑repair program, with aldermen saying the city should seek additional funding to expand the program rather than moving it away from neighborhoods that have relied on it.
Alderman Rick Dunn said the program is “probably one of the most popular programs we've had in this city,” and warned that moving it would force the city to turn away many applicants: “For every applicant that we get and that we fund, we probably turn away 80.”
Council discussion ran more than an hour. Several members said the target neighborhoods outside the current Dream area need help, but most speakers said the better course would be to find additional money to expand Dream rather than to “take it out of the West End.” Alderman Gripp said he would “rather see expansion than than moving it.” Alderman McGinnis and others proposed exploring the fiscal calendar and future budgets — including the FY‑27 process — as a place to identify additional capital or grant funding for expansion.
A motion to adopt the boundary changes failed on roll call, with nine members voting no. Council members said that if the council wants to expand the program it should identify new funding sources rather than reduce the benefit for neighborhoods that have consistently received Dream assistance.
City staff and aldermen noted constraints tied to federal CDBG funding rules and the timing of bond and capital budget cycles. Several speakers proposed creating a small council working group to explore funding options and to return to council with a proposal that could expand Dream without reducing current coverage.
