Council approves Westlake Point urban renewal plan and development agreement with Merchants Bonding

The West Des Moines City Council approved the Westlake Point Urban Renewal Plan and a development agreement with Merchants Bonding Company Mutual on July 14, actions city staff said will support a targeted private development project.
Angie Bunku of Sidekick Development, representing Merchants Bonding, spoke in favor of the items and thanked planning and staff for coordination. The council noted the items had been reviewed and recommended for approval by the finance administration city council subcommittee and that there were no outstanding issues at the hearing.
Council members voted unanimously to approve the urban renewal plan and the development agreement. Council members said they were excited to see the business grow and thanked the developer for working with staff. Planning staff noted that the items had been noticed in the Des Moines Register and received no written comments.
The approval authorizes staff to proceed with the project under the terms in the development agreement and urban renewal plan; the meeting record did not disclose financial incentives or tax increment figures in the public hearing discussion, and staff said those details were handled in the subcommittee review and the development agreement documentation.
