The Board awarded two construction contracts — public health/social services remodel at 202 Front Street to I Corps Inc. for $759,680 and behavioral health remodel at 704 Mills Creek to Bells Construction for $332,500 (including an additive alternate) — and authorized up to $300,000 from MHSA for behavioral health capital improvements.
Public Works Director Brian Davies presented two bid awards and budget adjustments to the Board of Supervisors.
The Board adopted a resolution awarding the contract for the Public Health and Social Services addition/remodel at 202 Front Street in Loyalton to I Corps Inc., the lowest responsible bidder, for a contract amount not to exceed $759,680 and 120 working days for completion. Davies said I Corps recently completed another county project and staff was satisfied with their performance.
The Board also considered the behavioral health interior remodel at 704 Mills Creek, Loyalton. Bells Construction, Inc. was the lowest responsive bidder; the bid record included an additive alternate of $7,500 for upgraded windows, which raised the total award amount on paper from the base $325,000 bid to $332,500. Davies confirmed the additive alternate accounted for the $7,500 difference and explained that the alternate could be included in the contract award because project budget and contingency cover it.
Separately, Behavioral Health Director Cheryl Prince McMillan asked the Board to authorize changes to the fiscal year 2025–26 final budget to cover capital improvements at 704 Mills Creek from Mental Health Services Act (MHSA) funds, not to exceed $300,000. She said the work repurposes large rooms into smaller telehealth-ready rooms and does not expand the building footprint. The Board moved and approved the budget adjustment and the contract awards.
Davies and McMillan said the projects will proceed under standard county procurement and construction oversight; staff will return with contract documents and implementation timelines.
