County animal control expands trap‑neuter‑vaccinate‑return work; Whitney donation and ASPCA grant approved

Becky said PCAPS is averaging about 20 trap‑neuter‑vaccinate‑return (TNVR) surgeries per month and is preparing a targeted, larger‑scale trapping operation in August to address concentrated feral colonies. “When we have large populations of cats, if you trap and return… and get the breeding females all in one season, that's the best way to make a dent in the population,” she said.
The committee moved and approved a $2,000 donation from the Whitney Foundation to purchase supplies (heating pads, bottles, kitten formula, medications and other starter items) to expand the foster program and keep neonatal animals out of the shelter. Committee members voted in favor; the resolution recognizes the donation and authorizes related expenditures.
PCAPS was also selected for the ASPCA Rescue Effect campaign. Becky said the ASPCA grant supports three week‑long, fee‑waived adoption events (one each in August, September and October) and will fund supplies, microchips and medical items to prepare animals for adoption. Part of the ASPCA award will also support a “finder‑to‑foster” pilot to provide neighborhood tools and supplies for community members who locate lost animals. Becky told the committee the grant will also allow the shelter to capture fee‑waived adoption revenue items for reporting purposes and use remaining funds for program supply needs.
