Public Works Director Joshua Pack presented two Proposition 218 proceedings. The first, for Moon Tower Estates (PRD Zone 006), had a single ballot returned and the clerk reported the solitary ballot was in favor; the board adopted the resolution establishing the zone and authorizing parcel charges. The second, for Orchard Crest Estates (PRD Zone 007), had 46 ballots returned; after tabulation the clerk reported a majority in favor and the board voted to form Zone 007 and impose annual parcel charges.
Pack said the parcels will be charged annually to fund maintenance of subdivision roads, storm drainage and related infrastructure per the subdivision improvement agreements. These PRDs were conditions of final map approvals for each subdivision. The board opened hearings, invited property owner comment (none appeared), closed the hearings, allowed staff and clerk time to count weighted ballots and then adopted the resolutions after majority support was confirmed.
The board authorized the chair to sign the resolutions. Directors Pack and county staff will proceed with administrative steps to implement the parcel charges and inform property owners of the assessment schedule and billing procedures.
