Planning staff reported that the town has banned short‑term rentals in residential zones, continues to allow owner‑operated bed and breakfasts, and requires a conditional use permit for short‑term rentals in commercial zones. Staff said enforcement capacity is limited and currently relies primarily on periodic manual monitoring of online listing platforms such as Airbnb and Vrbo.
“We did ban short term rentals within the residential zone completely, and short term rentals require a conditional use permit for the commercial zone as well,” planning staff said. Staff added that owner‑operated bed and breakfasts remain allowed provided the owner also resides on the property; staff said they would double‑check specific residency language.
On enforcement, staff said available staff time varies and the commission’s primary enforcement tool has been checking listing platforms; commissioners discussed options such as engaging volunteers or a citizen group to help monitor listings but no formal change to enforcement responsibilities was adopted.
No enforcement fines, permit revocations or new enforcement program was approved at the meeting; staff said they are open to troubleshooting alternative monitoring ideas but that staffing limits the town’s current capacity.
