The committee reviewed contracts for the Classic Car Show and Oktoberfest. Parks staff said the Chamber of Commerce will hire a third party to deploy street-closure barricades to reduce demands on city street crews; the committee agreed to forward both contracts to consent after staff circulates revised contract and permit estimates.
Deputy Parks Director Shannon Burley told the Edmonds City Council committee on July 15 that the city is recommending Classic Car Show and Oktoberfest agreements be placed on the consent agenda after the promoter-supplied insurance certificate and revised contact language are completed.
Burley said the Chamber of Commerce (classic-car promoter) and the Edmonds Rotary (Oktoberfest promoter) will continue long-standing events that are free to the public; Oktoberfest includes a paid beer-garden area. For large street-closure events, Burley said the city’s street crew is short-staffed and the Chamber will hire a third party to deploy and remove no-parking and street-closure barricades. That change shifts road-closure responsibilities from city crews to the promoter and will reduce the city’s labor time and cost-recovery charge to the street team.
Burley explained that by city practice the contract lists fixed park-rental fees (as with Oktoberfest) but generally does not include line-item estimates for staff time and materials; those appear on the permit as fee estimates. The car show does not rent a park, so its costs are reflected in the permit estimate rather than a contract rental line. Burley said she will send the revised car-show agreement and updated permit attachment to committee members by email and that the Classic Car Show’s certificate of insurance is pending renewal.
Committee members supported forwarding both items to the full council on consent provided staff uploads the revised contracts, permits and the updated certificate of insurance for the car show. They also discussed public-safety measures and encouraged the promoters to consider taxi or transportation coordination for Oktoberfest; Burley noted Washington State Patrol emphasis patrols are common around large festivals.
