Board approves long-term facilities maintenance plan and Southwest Metro levy resolutions

The Shakopee Public School District Board on June 23 approved the district's 10-year long-term facilities maintenance (LTFM) plan — a required submission to the Minnesota Department of Education — and separately approved levy resolutions tied to Southwest Metro Intermediate District 288 for LTFM, lease levy and the Safe Schools levy.
The LTFM plan lays out a restricted funding strategy for deferred maintenance, health-and-safety projects, and disabled-accessibility work; districts must submit a 10-year expenditure and revenue plan to be eligible for state LTFM funding.
Bill Nazzi, director of finance and operations, and Ben (Wold Architects) presented the LTFM overview. Nazzi said the plan is a routine annual requirement and emphasized that LTFM funds are restricted and cannot be used for instruction. "Pretty simple. To get the money, you have to approve the plan," Nazzi said, underscoring that approval triggers the district's eligibility for state funding.
Board packets included attachments: the resolution, 10-year expenditure and revenue plans, and required assurances. Nazzi and the architects noted the plan is flexible and can be amended if project priorities or costs change; he told the board the Department of Education recognizes the 10-year plan as an evolving document and allows adjustments when unanticipated needs arise.
The board also approved resolutions that establish Shakopee's share of the LTFM, lease and Safe Schools levies assessed by Southwest Metro Intermediate District 288. Fiscal-year estimates presented showed Shakopee's usage at roughly 26.65% of Southwest Metro's total for the levies; that translated to an estimated $230,679.45 for the three categories combined and about $59,807 for Shakopee's portion of the Safe Schools levy alone for the next fiscal year. Nazzi noted the increase from the prior year's allocation (about $15,000 higher) is driven by a modest rise in Shakopee's utilization percentage.
Board members approved the LTFM resolution and the related Southwest Metro levy resolutions by roll call.
