City finance staff presented the council with the first of several briefings on general fund revenues for FY 2026, explaining the methodology used for major lines: ad valorem (property) tax, sales taxes, simplified sellers use tax (SSUT), automobile (motor vehicle) tax, lodging tax, and building permit and inspection fees.
The finance director said property tax estimates were taken from Baldwin County Revenue Department figures and budgeted at 96% of expected collections to provide a 4% allowance for corrections. “Those numbers come from Baldwin County revenue department, and I normally just budget what they give me 96%,” the finance presenter said. Sales tax projections were grown conservatively (6% grossed to 3% per year), while SSUT was increased more aggressively in recognition of online sales trends.
Council members asked several clarifying questions: whether sales tax growth is tied to population increases, how lodging tax is trending, whether building permit revenue should be held flat, and how seasonal marina fuel sales are budgeted. Staff said most large revenue lines were running ahead of the current budget, recommended conservative estimates for formal adoption, and said more detailed backup could be provided later. The finance presenter noted areas still awaiting final figures — utility transfers, impact fees, and possible rollovers — and asked council members to come by for line‑by‑line questions.
